This problem occurs if the Group policy editor options are forced. To get it back you need to work with Group policy editor. So, go to start and run the command prompt. In command prompt type gpedit.msc and press Enter. Now locate to

Local Computer Policy/Computer Configuration/Administrative Templates/Windows Components/Internet Explorer

On the right side scroll down to Turn off Favorites bar and double click it.

You will see a dialog box, Place a Dot on Disabled or Not Configured option and click OK.

Thats it. Now restart the Browser and you'll find the Favorites menu back.
